Penang’s state government plans to introduce clear guidelines requiring non-Islamic places of worship (RIBI) to obtain planning and building approvals via a One-Stop Centre, ensuring compliance with building laws and land use plans, said exco Lim Siew Khim. Currently, 136 illegal RIBI exist, but numbers have dropped due to ongoing monitoring. The state will continue engaging RIBI groups to encourage proper registration and lawful construction, with enforcement action taken against several illegal structures.
