BOSTON — A federal judge has halted President Donald Trump’s attempt to ban foreign students from studying at Harvard, ruling it likely violates the university’s free speech rights.

Judge Allison Burroughs issued an injunction against Trump’s proclamation, which cited national security to justify barring international students and revoking visas. She said the move appeared retaliatory, targeting Harvard’s left-leaning stance and refusal to comply with administration demands.

The judge emphasized the importance of protecting freedom of speech and academic independence. The ruling allows Harvard to continue enrolling international students while the case proceeds.

The Trump administration had previously frozen US$2.5 billion in funding, threatened Harvard’s tax-exempt status, and launched investigations, accusing the school of ties to China and fostering antisemitism—claims Harvard denies.

Around 6,800 international students, nearly 27% of the student body, are currently enrolled at Harvard.
