Rafizi questions Cabinet’s ‘reactionary’ move to restructure 13th Malaysia Plan, says rushed changes undermine civil servants’ work

Former Economy Minister Rafizi Ramli has raised concerns over the government’s last-minute move to revise the 13th Malaysia Plan (13MP), warning it could erode public confidence in the key policy document.

He criticized the decision as a reaction to social media criticism involving Communications Minister Fahmi Fadzil, and said it risks politicizing the plan, which was developed by civil servants without external consultants in under a year.

With just two weeks left before printing, Rafizi questioned if the revisions would be rushed and lack stakeholder consultation. He stressed that 13MP was created through rigorous, non-political processes and warned that sudden changes could undermine months of hard work by public servants.

This follows the appointment of Second Finance Minister Datuk Seri Amir Hamzah Azizan to revise the plan after Rafizi resigned on May 28.
