The Auditor-General’s Report has uncovered serious irregularities and weaknesses in projects involving seven ministries, totaling RM48.87 billion under the 11th and 12th Malaysia Plans. Key issues include poor governance in Felcra Berhad’s oil palm lease procurement worth RM241.76 million, irregular tender awards at Universiti Kebangsaan Malaysia involving RM58.45 million, and mismanagement of army armoured vehicle contracts, including uncollected penalties totaling RM164 million.

The report also found weak oversight in the Cooking Oil Price Stabilisation Scheme, with subsidised oil failing to reach targeted groups due to poor distribution mechanisms. Additionally, the Finance Ministry’s Pre-Qualification tender method was criticized for lacking transparency and allowing unsuitable companies to proceed, causing delays. The Auditor-General recommended replacing it with a standard open tender process to ensure accountability. These findings highlight systemic issues in procurement, monitoring, and policy enforcement, calling for urgent reforms to improve governance and protect public funds.
