KUALA LUMPUR — Parliament has passed the Solid Waste and Public Cleansing (Amendment) Bill 2025, empowering courts to sentence litterbugs to community service alongside fines. Housing and Local Government Minister Nga Kor Ming said the move aims to educate offenders, instil remorse, and curb repeat offences. Courts will have full discretion on the duration of service, taking into account offenders’ physical and mental conditions. Nga urged firm enforcement to promote cleanliness, noting fines alone have failed to deter littering effectively.
