Torrential rains flood Manila, displacing tens of thousands

MANILA — Heavy rains flooded Manila and nearby provinces, halting daily life and forcing over 48,000 people to evacuate, with two missing after being swept away in Caloocan. The Marikina River overflowed overnight, submerging low-lying areas and prompting mass evacuations to schools and community centers. While floodwaters began receding Tuesday morning, many remain unable to return home. Since Friday, ongoing monsoon rains worsened by Tropical Storm Wipha have killed at least three and left seven missing elsewhere in the Philippines, which faces increasingly destructive storms due to climate change.
