Meta is in the final stages of securing an Application Service Provider (ASP) Class Licence in Malaysia, according to Communications Minister Fahmi Fadzil. He confirmed that Meta is completing the necessary documentation for the licensing process. Fahmi also shared that platforms like Google and X (formerly Twitter) are currently under compliance review. While Google maintains that YouTube isn’t a social media platform, the ministry argues that parts of YouTube, such as YouTube Shorts, function like social media.

Fahmi also addressed X’s claim of having fewer than eight million users in Malaysia, which would exempt it from licensing requirements, noting that the ministry is still reviewing these figures. Discussions are ongoing with Microsoft regarding LinkedIn’s potential user base exceeding the eight-million threshold by 2025, alongside concerns about job scams on the platform.

Fahmi emphasized the government's focus on online safety and regulation, particularly for children, while maintaining the balance with freedom of expression. He underscored the need to protect users from harmful content, such as child sexual abuse material, while still allowing free expression within legal limits.
