HR Ministry, Penang to Launch Chip Design Academy, Boost Skills Training

The Human Resources Ministry is working with the Penang state government to establish a chip design academy to strengthen the semiconductor and high-tech industries in the region.

Minister Steven Sim said the academy aims to produce more skilled engineers, supporting Penang’s efforts to attract high-tech investments. The initiative is expected to be finalised and announced later this year.

Sim also revealed a strategic partnership between HRD Corp and the Northern Corridor Implementation Authority (NCIA), offering matching grants to companies providing advanced staff training, such as professional diplomas.

To uplift underserved communities, a special upskilling programme will benefit 420 fishermen and their families in southern Penang. Training includes boat driving, site safety, IT, and entrepreneurship, helping them transition into better-paying careers as part of the state’s Silicon Island development.

The overall goal: build a highly skilled workforce, with 30% skilled workers targeted by 2030.
