BULACAN — Typhoon Co-May, now downgraded to a tropical storm, has caused deadly flooding in the northern Philippines, killing 25 people and leaving eight missing.

Rescue teams are working across affected regions, including La Union and Bulacan, where villages remain waist-deep in floodwaters. In some areas, families were trapped in their homes, while others evacuated amid strong winds and nonstop rain.

Electricity outages and school closures continue on Luzon, the country’s largest island. Residents voiced frustration, saying such flooding happens every year without lasting solutions.

President Ferdinand Marcos blamed climate change for the worsening floods, calling them the “new normal” and urging national preparedness.

Co-May is expected to exit the Philippines by Saturday morning as it weakens further.
