Ex-National Cyclist Pleads Not Guilty to Sexually Assaulting Teen Cyclist

KUALA LUMPUR — Former national cyclist and current DBKL enforcement officer Nor Effandy Rosli, 58, pleaded not guilty in the Ampang Sessions Court to sexually assaulting a 15-year-old female cyclist in June 2024.

The alleged incident occurred at a bicycle shop in Taman Desa Keramat. The victim was under his trust at the time.

Charged under Section 14(a) and Section 16(1) of the Sexual Offences Against Children Act 2017, Nor Effandy was granted RM8,000 bail with one surety.

The court also ordered him to surrender his passport, report to police monthly, and avoid any contact with the victim.
